RTA is a C library that lets PostgreSQL clients talk to a daemon as if the daemon were a PG server. RTA makes it easy for UIs to get/set status and configuration from a daemon while the daemon is running.
The Run Time Accessproject is a PostgreSQL Community project that is a part of the pgFoundry.
The pgFoundry page for the project is at http://pgfoundry.org/projects/rta, where you can find downloads, documentation, bug reports, mailing lists, and a whole lot more.
